Regional Directors

Location:UMCOR-NGO, New York

Purpose:

The United Methodist Committee on Relief (UMCOR) seeks two Regional Directors to support all the aspects of UMCOR’s field programs in either the Africa/Caribbean Region or Europe/Asia Region. The Non Governmental Organization division’s mandate is to manage relief and development projects primarily funded by government grants and contracts. UMCOR-NGO’s program areas focus primarily in the field of transitional development, which include the following sectors: agriculture, community development, health, shelter, income generation, relief, and non-formal education. For further information on the NGO Division please consult our homepage at www.umcor-ngo.org. Reporting to the Executive Director and based in New York City, the Regional Directors will focus on the day-to-day management of support to country offices, evaluation of programs, donor relationships, grant tracking, security issues, strategic planning and supervision of HQ support staff and Country Directors.

Requirements:

  • Masters Degree in a related field
  • Min. 6-8 years progressive work experience with international humanitarian assistance programmes, in mid to senior level management positions
  • Min. 5-7 years field work experience in developing countries, including field experience as Country Director or similar position
  • Excellent written and oral communication
  • Solid diplomatic skills: faith-based experience preferred, the ability to effectively manage a variety of internal and external relationships, including donor relationships
  • Proven people management skills: the ability to lead staff and promote productivity in a pleasant work environment
  • Previous financial management experience: the ability to effectively manage program budgets and financial matters
  • The ability to be flexible, open to frequent travel to the region and work well under pressure

Regional Head of Mission Caucasus

Location: Tbilisi, The Republic of Georgia with frequent travel to Armenia and Azerbaijan

Purpose:

The United Methodist Committee on Relief (UMCOR) (www.umcor-ngo.org) is a not-for-profit organization that provides transitional development and relief assistance to communities in need around the world. The Caucasus missions are well established in Armenia, Azerbaijan and The Republic of Georgia. As program emphasis shifts from relief to development and durable solutions are being sought for the populations displaced by the conflicts of the early nineties so UMCOR, in recognition of the regional nature of any durable solution is bringing together its three Caucasus missions and placing them under one regional head. Therefore the United Methodist Committee on Relief (UMCOR) is seeking a Regional Head of Mission (RHoM) to provide leadership, management and oversight to UMCOR missions within the Caucasus (currently Armenia, Azerbaijan and The Republic of Georgia) and to lead their transition from relief to development whilst identifying and accessing the necessary funding opportunities.

Job Responsibilities:

Responsible for the oversight and development of the three country offices. The RhoM will be required to travel frequently to each country mission in order to provide direct supervision, monitor projects and ensure that the office and operation is in compliance with donor guidelines and UMCOR policies and procedures.

Furthermore the RhoM will be responsible for developing a comprehensive strategic plan for the Caucasus covering program direction, staff development and mission direction. Once the plan is developed, the RhoM will be responsible for ensuring its implementation and making adjustments as necessary to suit the changing situation.

In order for the RhoM to lead the process of program development he/she will be expected to adopt a pro-active and innovative approach to program development. This will involve working with donors and the country offices to identify new program and funding opportunities as well as developing the current ones. The RhoM will also transition the UMCOR program direction from relief to development and liaise with local, national and international government officials, international organizations, NGOs and donors.

In order for the above to monitor progress the RhoM will agree a set of achievable goals with the Europe and Asia regional director when the position is taken up with goal reviews every three months for the first year and every six months thereafter.

This position while reporting to the Europe and Asia regional director requires a high level of commitment and responsibility as the RhoM will be expected to develop and implement their own work plans with minimal supervision.

Requirements:

  • Demonstrable success in leading and developing international NGO country and/or regional operations preferably in the Caucasus.
  • Demonstrable success in program development including identification of new, and development of, existing programs
  • Demonstrable ability in successful proposal writing and/or development
  • Demonstrable ability to liase with stakeholders
  • Experience and ability to lead staff of diverse cultures and nationalities and develop their capacity
  • Experience in monitoring and compliance issues
  • Excellent communication skills with good spoken and written English (essential).
  • Strong organizational ability
  • Ability to work independently as well as part of a team
  • Ability to understand the various cultural and political environments
  • A sound understanding and knowledge of US donor grant procurement procedures are required
  • Previous experience within the Caucuses region and experience within a humanitarian aid organisation are strongly preferred.
  • Experience in managing operations with large complex projects within time limitations and working in zones of conflict are preferred.

Finance Director, UMCOR DRC

Location: Lubumbashi, DRC

The United Methodist Committee on Relief, Non Governmental Organization Division (UMCOR-NGO), a non-profit unit of the General Board of Global Ministries of the United Methodist Church provides transitional development and relief assistance to communities in need around the world. More information on our agency is located at www.umcor-ngo.org. UMCOR NGO seeks candidates for a Finance Director (FD) for a Country office covering the Democratic Republic of Congo. The Financial Director’s primary responsibility is to provide overall financial leadership for the DRC. The Finance Director for UMCOR/DRC is accountable and reports to the UMCOR Treasurer, through the Comptroller UMCOR-NGO while also amenable to the Head of Mission for DRC.

Responsibilities:

  • Generate and maintain all budgets for various donors.
  • Ensure budgets are spent according to donor requirements.
  • Prepare realignments, and final financial reports to donors.
  • Oversee and approve all payments by cash and wire transfer.
  • Maintain proper cash controls, and review all bank reconciliation.
  • Generate monthly financial statements and send it to HQ on a timely basis.
  • Ensure finance department and UMCOR/DRC meet GAAP standards, and all donor requirements related to finance.
  • Review policies and procedures, and recommend revision as necessary.
  • Prepare and allocate payroll and fringe benefits for international and national staff.
  • Oversee the tracking of project contracts and payments.
  • Track all expenses by donor, and office.
  • Conduct field audits.
  • Work with external auditors and prepare all reports, representation letter, and management letter response.
  • Analyze and project estimated expenses by office.
  • Ensure all offices and staff have adequate coverage in budgets.
  • Oversee cash flow projections.
  • Oversee cash requests to individual offices, and preparation of cash request for HQ.
  • Contribute to policy decisions, and decisions related to overall goals of UMCOR/DRC.
  • Provide training to Finance staff, and assist in staff developing necessary skills to make them eligible for advancement.
  • Oversee procurement department and maintenance of centralized procurement activities.
  • Review and oversee update of procurement procedures.
  • Ensure all staff is following, and using uniform contracts, invitations to bid, and other related forms. Monitor bid selection process.
  • Participate in bid selection committee.
  • Ensure records are accurate and updated.
  • Perform any other tasks assigned by the Comptroller- UMCOR NGO and/or UMCOR Treasurer.

Qualifications:

  • Bachelors Degree in Accounting is required;
  • Three plus years experience in accounting including preparation of complete financial statements (balance sheet and income statement) is required;
  • Working knowledge of GAAP, GAAS, and audit preparation as well as familiarity with U.S. Government and other institutional donor compliance issues is an asset; prior non-profit (especially Private Voluntary Organization or International Non Governmental Organization) experience is favorable;
  • Ability to use DDI, AccPac and ADP software is helpful.
  • Must possess functional and generalist expertise as well as strong interpersonal, organizational, analytical, and computer-related skills.
  • Must be accurate, thorough, and able to consistently meet deadlines.
  • Prior experience in Africa highly desirable.
  • Fluency in English and French required.

Compensation: In the Mid to upper $40k range annually plus housing, travel and benefits package.
