Congolese rebels and Rwandan soldiers are raping
and perpetrating massacres of Congolese civilians,
according to a new report by the U.S.-based Human
Rights Watch. RCD (French acronym for Rally for
Democracy) rebels and their allies often justify
such atrocities as "unintended consequences of
combat . . . but they seem in many cases to have
committed the abuses deliberately to punish
civilians for their supposed support of the
enemies of the RCD," says the report.

South African President Thabo Mbeki and his
Nigerian counterpart have pledged to contribute
troops to a UN Peacekeeping force for the
Democratic Republic of Congo. This came after a
weekend summit in Algeria on the current situation
in Congo.
