On Jan. 1, 1999, the new United Methodist Office of Restorative Justice Ministries opened in Nashville, Tenn. Started under a mandate of the 1996 General Conference, and with funding from the General Board of Global Ministries, this new initiative is governed and supported by an interagency coordinating committee.

Nineteen-year-old Terrell Starr, of Philander Smith College, a Methodist-related institution in Arkansas, was the youngest of twenty-four participants in a mission study tour to Senegal, December 8-16, 1999. Sponsored by the General Board of Global Ministries, the group included clergy, laypersons, college students, seminarians, and staff of the General Board of Global Ministries.

"There is nothing here to laugh about." Robert Walker admonished giggling teenagers in a crowd that was listening to introductory remarks on Gorée Island, a port of departure in Senegal for Africans who became part of the slave trade. Though they were complete strangers to him, Robert dared to correct the inappropriate behavior of students who, like him (and the United Methodist group of which he was a part) were visiting the historical site.
